As managing director of Europe, the Middle East, and Africa (EMEA), Gary Baker leads the EMEA team to deliver measurable value to CFA Institute stakeholders and constituents throughout the region. With a PhD in Neurosciences, she translates the most recent findings from neuroscience to leadership development trainings, impulse speeches and retreats. He advises and cooperates with numerous financial institutions and enterprises. In addition he is chairman of Committee of Statistics and Econometrics of Polish Academy of Sciences, deputy chairman of Committee of Economic Sciences of Polish Academy of Sciences and member of board of Committee of Financial Sciences of Polish Academy of Sciences.
Satu Kahkonen is the World Bank Country Director for Belarus, Moldova, and Ukraine, joining the position in July 2016 and is based in Kyiv, Ukraine. Ms. Kahkonen oversees the Bank’s program in the three countries and leads policy dialogue with government counterparts, civil society and other partners.
Prior to this position, she was the Director of the Macroeconomics and Fiscal Management Global Practice at the World Bank Group, which comprises over 350 staff with expertise in macroeconomics, fiscal policy, growth and statistics. Here, she oversaw the work of the Practice in Europe and Central Asia, East Asia and Pacific, as well as South Asia.
Ms. Kahkonen was a Sector Manager in the Poverty Reduction and Economic Management unit. The cluster focused on economic policy management and covered 18 countries of the East and South East Europe—new EU Member States and Western Balkans—as well as select Eurozone countries.
Preceding that, she worked as a Lead Economist in South Asia, East and South East Europe, and Africa in the World Bank. In that role, she led a team which provided economic policy advice and technical expertise to multiple countries including Pakistan, Bulgaria, Croatia, and Uganda.
Before joining the World Bank, Ms. Kahkonen was part of the faculty of the University of Maryland and Associate Director of the Center for Institutional Reform and the Informal Sector (IRIS), a think tank affiliated with the Department of Economics and headed by the late Professor Mancur Olson.
Ms. Kahkonen is the author of three books on economic development, and has published numerous economic reports and research papers.
Ms. Kahkonen holds a Ph.D. in Economics from the University of Pennsylvania, where she studied as a Fulbright Scholar, and an M.Sc. from the Helsinki School of Economics.

Ahmed Abou El Saad is Chairman and Managing Director of Rasmala Egypt Asset Management managing a total AUM USD 600 Million in a wide range of institutional/HNW portfolios as well as Public Equity and Money Market funds. Ahmed also Co-Heads the Mena Region for Rasmala Holding based in Dubai managing approx. USD 1.8 billion in different asset classes and investment instruments.
Previously, he was head of asset management at Naeem Holding managing a total MUM reaching USD 520 million of HNW Gulf portfolios. Earlier, Mr. Abouelsaad was Head of Capital Markets at MIBank, where he managed the bank’s investment portfolio in public trading equities, Fixed income instruments and private equity. He has also served as head of surveillance at the Cairo and Alexandria Stock Exchange, where he was on the executive committee that works on introducing new instruments and regulations to the market.
Ahmed is currently a board member at the Egyptian Stock Exchange. He is also the President of CFA Society Egypt & the Secretary General of the Egyptian Investment Management Association.
Mr. Abou El Saad has a Bachelor of Arts from Alexandria University, an MBA from the Arab Academy for Science and Technology, and a professional certificate in project finance and investment appraisal from the Harvard Institute for International Development.
Julia Kovaliv has almost ten-year experience of executive positions in the energy sector and public administration. Before the creation of NIC Office she served as the First Deputy Minister of Economic Development and Trade and was responsible for reforming state enterprises and for investment policy. She was also a member of the state regulator of the National Commission, which perform state regulation in the energy and utilities. From April 2016 to April 2017 Julia Kovaliv also held the position of Chairman of the Supervisory Board in "Naftogaz Ukraine".
In her early career, Julia worked for Ernst & Young, LLC "Financial Consulting Company". For the next three years, she held the position of financial director of LLC Gazex Ukraine. From 2011 to 2013 she worked in the Coordination Center for economic reforms.
Oksana Markarova has been working at the Ministry of Finance of Ukraine since March 2015.
Till April 2016 she served as the Deputy Minister of Finance – head of the office of the Ministry of Finance. In this position, she was responsible for the reform of the public finance management system and was the co-author of the successful program for the macro-economic stabilization of Ukraine.
Following the initiative of Oksana Markarova, the Ministry of Finance created E-Data, the biggest web portal of open data on public finances.
On April 29, 2016, Oksana Markarova was appointed the First Deputy Minister of Finance of Ukraine. On August 8, 2016, she became the Government’s entitled representative for investments in Ukraine. In this position she launched UkraineInvest – the office for the attraction and promotion of investors, as well as a number of initiatives to support existing investors and to gain new investments for Ukraine.

Before her engagement as a public servant, Oksana Markarova had worked for 12 years as the head of the management board and the president of the Investment Group ITT.
From 1998 till 1999 and from 2001 till 2003, Oksana Markarova was active as an economic policy advisor and as a manager for external and corporate communications at the US direct investment fund Western NIS Enterprise Fund (now managed by Horizon Capital). In 2000, she made her internship at the World Bank in the USA where she worked at the group in charge for the banking sector and financial markets in Europe and Middle Asia.
Prior to that, she worked at the International Foundation for Election Systems and at the consulting company Chemonics Intl. Inc. as part of the project “Ukrainian Agrarian Commodity Exchange”.

At the extraordinary meeting of the Cabinet of Ministers on June 7, First Deputy Minister of Finance Oksana Markarova was appointed the acting Minister of Finance of Ukraine.
Following 27 years of commercial banking experience in Turkey, R. Engin Akçakoca was appointed as the CEO and Chairman of the Banking Regulation and Supervision Agency and the Savings Deposit Insurance Fund (SDIF) in the 2001-2004 financial crisis in Turkey, during when 4 state owned banks were restructured; private banks went through a recapitalization process; 18 banks under the SDIF were resolved and 7 problem banks were intervened.
Akçakoca is now advising some Central Banks and Banking Supervision Agencies on behalf of various International Financial Institutions on banking supervision and bank resolution.
William Tohmé, CFA, is Regional Head of Middle East and North Africa (MENA) at CFA Institute and is based in the new CFA Institute office in Abu Dhabi.
In his role, William advocates for the highest standards of practice and ethics in the investment management industry through the promotion of financial market integrity and transparency among regional policy makers and regulators.
William brings a wealth of experience in building a presence in new markets, deep local knowledge, and a strong entrepreneurial spirit to develop the CFA Institute hub in MENA. Olga Burenko, CFA, is a member of the Board of Directors of CFA Society Ukraine since May 2016. In May 2018, she has been elected as Vice President of CFA Society Ukraine. Svitlana Dryhush is an Investment Director at Horizon Capital. Ms. Dryhush has previous work experience in the Consumer Goods and Real Estate industries as a sell-side equity analyst and was ranked top equity analyst in the Consumer goods sector by Thompson Extel.

Mikhail Merkulov graduated from Romano-Germanic Philology Department of Kharkov State University in 1996, and received an MBA from Manchester Business School in the UK in 2007.
Mikhail has 17 years’ experience across different industries operating in Central and Eastern Europe countries (Ukraine, Russia, Bulgaria, Serbia, Slovenia and Austria). His career started in 1996 when he joined McDonald’s, in Ukraine, where he worked for 9 years on various middle-level and, later, top management positions. After nine years of being with McDonald’s, Mikhail joined Food Star (Russia) in the capacity of Chief Executive Officer. In 2007 Mikhail joined Erste Group Immorent AG in Ukraine, a specialist in real estate financing, infrastructure financing and project development, as Managing Director. In 2011 he became Regional Director for the Eastern European Group (Ukraine, Poland, Bulgaria, Serbia, and Slovenia).
September 8, 2014, Mikhail Merkulov has been appointed to the position of the Chief Executive Officer of Arricano Real Estate plc. His competence covers strategic planning and the company’s business operations control.
Valeria Gontareva served as the Governor of the National Bank of Ukraine between June 2014 and May 2017. She was the first woman to lead Ukraine’s central bank and oversaw vital reforms to clean up Ukraine’s banking sector, strengthen regulatory supervision, implementation of “inflation targeting” monetary policy and ensure the independence of the National Bank.
Ms Gontareva started her career in financial services in 1993 and built up over two decades of private sector experience at both Ukrainian and international financial institutions before her appointment as Governor of the central bank.
Between 1996 and 2000 she worked at the Kyiv branch of Bank Société Générale, moving to ING Bank Ukraine in 2001 where she rose to first Deputy Chairman of the Board. Between 2007 and 2014 she led Investment Capital Ukraine (ICU), a top Ukrainian financial services group.
Ms Gontareva graduated in 1987 from Kyiv Polytechnic Institute and also obtained a Masters degree in Economics from Kyiv National Economic University in 1997.
Marina Petrov has been appointed EBRD Deputy Head in Ukraine on 19 January 2015. She has joined the EBRD in 1995 as part of the team that opened the EBRD Resident Office in Chisinau, Moldova.
In 2001 Marina has moved to Financial Institutions department first in London and later in Moscow. In 2009 Marina was appointed the Head of St. Petersburg office in charge of the EBRD’s business in the North-West Federal District of Russia.
She also held numerous Supervisory Board positions in financial institutions and equity funds in Russia.

Andriy began his career at the international audit and consulting group PriceWaterhouseCoopers (PwC), where he specialized in strategic management and corporate transformation. Some time later, Andriy co-founded AYA Capital investment banking group where he focused on debt and equity capital raising, debt restructuring and corporate reorganizations of large enterprises and holdings. Paulina Shaw is an experienced, passionate financial planner and hospitality asset manager who has built up her skills from a diverse background of experiences. Leaving Poland, Paulina moved to UK to broaden her knowledge in predominantly the hospitality sector. After 8 years there, she worked across three industries (financial, legal and hospitality) and was ready for further opportunities. She moved to United Arab Emirates 7 years ago to expand her experience in a dynamic market. Currently Paulina is a Head of Hospitality Asset management for a leading semi-government organization overseeing Dubai Hospitality assets from all aspects, financial and operational.
